To change the *velocity*, a note needs to be rearticulated, but the
*volume* can be changed during the progress of a pitch.

Velocity is part of the note; volume is applied to the channel. All parts
sharing a channel will all be affected by a volume change.

Since there are 16 channels and multiple banks in Finale, you should have
plenty of room. For separate dynamics for every player, parts need to be
entered into separate staves and layers, and the assignments made in the
instrument list.

(This advice is for Finale 2003 and earlier. I don't know how Finale 2004
works, and if it supports more than 16 channels for its own playback, I
have always dumped Finale's Midi to an external studio application when the
score was finished.)
