Well, PostScript is a *page* description language, and has always 
been page-based. That is the origin of Score's complete page 
orientation, since it was designed to output PostScript.

And, logically speaking, how would you crop a selection that spanned 
multiple pages? Say you wanted to crop to the bottom 2 systems on one 
page and the top 1 system on the next. Should the crop tool 
consolidate those onto one page, should it leave the blank space and 
print them in exactly the same places on 2 pages?

No, cropping multiple pages makes no logical sense.
