Custom smart line.

make sure they extend the entire length instead of just on the current page (i.e. work in scroll view)

copy to all parts using mass copy filter set only to measure-attached shapes. however, do NOT copy this to parts where smart shapes are present in the measure region. in those cases, make a single measure line taht can be copied in the same way, or do them manually. one important thing to note in how this works. if you have a cresc hairpin spanning mm 1-3 and copy a measure-attached line that spans only m1 or mm 1-2 it will not erase the cresc.

thelonger lines will disappear in MM rest, in the cases where you see this will happen, create one manually (or create a version to copy) whcih spans ONLY within the 1st measure of what will become the MM rest before copying, that way it will still appear in the part. you will have to manually adjust in these cases.

set up a metatool, this isn't documented i think, but you can use metatools for custom smart shapes. select the type you want (measure-attached, the question mark), click sh-L (or whatever) and select the line. if set up this way it will always be assigned as a measure-attached, even when you have a note-attached (gliss, tab) tool selected. ***if you have programmed several custom smart lines make a list on a piece of paper taped to the wall /window in front of you, since once programmed there seems to be no way to find out whcih keystroke is needed for the metatool (like the letters/numbers that appear in the expression/artics dialogues).***

make sure it is defined as horizontal, make an alternate that is not horizontal for special cases if you will need it. for the lines you have to do manually, 2-click at the end of where you want it and drag to the left (*only* this way can you move it vertically while creating it), this will ensure minimal movement and clicks needed, you should be able to place them properly on the first shot with some practice.

it will be a pain in the ass in any case, but less so by following the above method.
