Developers: Section 3 of this document contains the guidelines for committing packages: e.g. holding off on making changes to the website go live, unless it is an urgent matter (which is what I considered this document).
Translators: Since I considered this urgent, it went live. Translation teams should endeavor to translate this document along with their other work, and to modify the Documents section index.
If I activated changes that people weren't quite ready for: I stand ready to receive your tomatoes.
(But the document does point out that people should check their layouts before uploading!)
