Do you know such "translator" ? At least for Windows.
AFAIU it has to be an array matching DYNAMIC_TIME_ZONE_INFORMATION::TimeZoneKeyName
(which is stable and not localized) to ICU/POSIX names.
It won't work on Windows XP though.
