Define "turnout"!  I consider my Fjords "turned out 24/7" because the four are
together in a very large dry paddock as I only have a small one acre "pasture" 
and
a smaller paddock with a little grass.  They wander around together in the dry
paddock, head for the run-in shed when it rains hard, and may get 2-3 hours in 
the
one acre pasture in the summer. They are not kept in stalls, except the seniors 
(33
and 35) get to eat their bucket of senior feed mash in the stall for maybe 1/2
hour.  they move constantly, except when they are dozing in the sun.

 I don't stall even in the winter with temps as low as -40-50 degrees, but they
will stand together in the shelter which raises the temperature at least 10
degrees. Fluffy?  well, yes, a bit!
