The Heil ProSet Plus headset (which I have) has both the HC-4 (DX) & HC-5
(Full-Range) elements.  You can switch between them.  The Heil ProSet comes
with your choice of elements.  BOTH the HC 4 & the HC-5 elements have some
pre-emphasis in the 2-3 kHz range.  In the HC-4, the pre-emphasis is more
pronounced to give the audio more "punch" for getting through the pile-ups.

So, the short answer to your question is:  No, the audio response is NOT
flat, but provides some built-in pre-emphasis for the higher frequencies.
