There are some higher CFM fans that are actually quieter (the center hub assembly of the fan motor is smaller and thus does not block the air as much). I've installed one on my SDR-1000 and also mounted the fan to the outside of the case and use a snap on fan filter to keep dust out of the radio. I also cut the metal on the case (behind the fan to have less restriction. By mounting on the outside, I can use a thicker fan assembly.
With the fan inside the case, it is too close to the circuit boards and will cause blockage in air flow which increases noise.
