There is a little bit of a bug in the new beta Firewire driver (v3.4.0.4877) that prevents it from "remembering" the sampling rate if you are using 96 KHz or 192 KHz SR rates on Windows XP when PowerSDR or the radio is shut down.
Try using the SVN version in \branches\test and see if that keeps the radio from switching back to 48 KHz. Eric added some logic in the init process that should correct that problem.
