I respectfully disagree ...I don't think there should be any restrictions on
who gets to test software, if someone is savy enough to figure out how to
navigate the SVN process, they probably should be able to test the
software.  The more you restrict that base of people, the less you have, and
the more time it takes to get bugs found, and fixed, regardless if they were
found from a exhaustive step by step hunt or just bumbling along.
