You need virtual null modem comport pairs using Com0Com, not physical ones.
The communication is between two software programs, not a computer and external
hardware. http://kc.flex-radio.com/KnowledgebaseArticle50345.aspx

I run up Power SDR 1.18.1 software and go to setup, CAT Control, it will only
let me select COM1 or COM3. DDutil will not let me open either of those com
ports. How do I select other ports in Power SDR Software? I am still trying
to get my logging program to read the Freq and so on. I can set the logging
program to just about any comport and read the TS-2000 info.
DDutil will not let me select anything but COM1 or COM3.

What am I not understanding?
