You also did not mention what sort of CPU you are using. I just changed out my motherboard with a newer one that had AMD Cool and Quiet and it was throttling the CPU causing all sorts of nasty things. I'm an AMD fan, so don't know if Intel processors have similar features, but you might check that these sorts of features are turned off.
