Best not to get into the calibration menus unless you know what you are doing and really need to. Check your audio and AGC-T gain levels, they both have an effect on the audio level going to VAC. You usually do not need to run the AGC-T gain past 70 or 80 .

Maybe do the rx calibration routine? Sounds like the signal levels are not
calibrated. What level on the PowerSDR panadapter is the baseline noise?
