You definitely do this order:
1. make sure your virtual comm ports are defined. This is automatic with
VSPManager but you need to run VSPE if you use that program
2. Run powerSdR
3. Run DDUtil
4. Run everything else (e.g., miniDeluxe, Dxbase, HRD/DM780, etc.)

DDutil is the only program that should access PSdR (except with PTT and CW
comm ports and VAC audio Channels).
