On a Pentium 4 2.8 with a GeForce 5200 I get similar results. In addition,

it?

This is by way of a rhetorical question as on my system I don't actually
need it.

This options adds specular highlight for _textured_ surfaces which isn't covered by default OpenGL. It doesn't do anything for non-textured (or textures that are very bright of themselves) so it takes probably two or three times to see what is actually happening.

In the end it will give properly defined models a shiny metallic look (for textured objects). It's up to the user if he/she finds this useful or not.
