ok, i got the portal to move to the back and set that up, but when I go back
to Browse mode, it won't allow me to enter any information??

Did you look in the "Storage" options? That is where a field becomes
'global' rather than a 'normal' field.

I'm sure we've *all* been there!! :D
If your portal is colored (filled with color), you can select it in layout
mode and MOVE TO BACK. If it is in a tab panel, it will move to the back of
the tab "layer", but not behind the tab panel. Your fields will then
"automagically" appear in front of the portal.
