I think, this is complex question. At _my_ taste flexibility there
(configurable Y/N through changing COUNTRY=) may confuse users, but big
amount of users may prefer answers in his own language. On the other side,
there is too low amount of programs, which deals with translating answer, so
I suggest, better to move/comment out Y/N translation from the (current)
edition of COUNTRY.SYS.
