        If you mean “free software as defined by FSF” (and their
        software licenses list [1]), then GNU GPL is /both/ a free
        software and open source license.

        It's quite unusual for an open source license /not/ to qualify
        as a free software one (or vice versa) at the same time.
        Surprisingly, OpenWatcom's is such an unusual one [1, 2]:

    This is not a free software license.  It requires you to publish the
    source code publicly whenever you “Deploy” the covered software, and
    “Deploy” is defined to include many kinds of private use.

        That being said, having to use non-free software (but still free
        of charge and with sources available) while developing one's own
        free one is a nuisance.  Still, until Linux appeared, the GNU
        project used non-free kernels (and systems) themselves…

        Unless OpenWatcom's own restrictions somehow affect the
        resulting binaries, the FreeDOS kernel is /both/ free and open
        source software under GNU GPL.
