Well, yes, they started to make free replacements for Unix level tools,
both in terms of usage and in terms of resource requirements. They never
bothered to make a free version of  DOS (or CP/M, which was still in
widespread use back then, or AppleDOS), so why all the sudden now, 30+
years after the fact? How come that Pat Villani didn't use such
wonderful free tools when he started to write his free DOS kernel? If
nobody cared back then, how come people should all the sudden care now?

Well, I  happily invite you to provide us with a free development tool
that will work in our case and fits your (IMHO) overly idealistic POV.
