Blasphemic idea: Use symlinks to move the disk image to a RAMDISK
of Linux during DOS install, then close QEMU, move the disk image
back to real (SD or MMC) disk and start using DOS the normal way?
A 200 MB disk image is not much compared to Raspberry RAM sizes.

By the way, which cache and buffers settings does the installer use?
Would it help if FreeDOS had a FASTOPEN to cache directory entries?

SD cards indeed often have very low "I/O per second" because they
are rather optimized to write a few big files, like pics or video,
not many small file modifications in a short period of time.
