After further investigation. It will be possible to fix FreePM to
avoid use of extended characters in 
URLs. However, we cannot do it not before 1.0. I know that you
have the Zope skills to fix it and I would be glad to point out
the places that are a problem and help support you if you wish to
fix it.  

As I have have investigated this further it "should" work as
advertised. THe problem is that "should" and "reality" are two
different things.
