The folder can not be created. No extended characters are allowed in
IDs and URLs. The characters of course can be used as values.

AFAIK neither of supposed ways will solve the problem. It can be avoided
only if names or any other displayed character strings is not used
as IDs directly, only as titles/values. I realize that the used
approach is implemented more easily, but...  Zope encourages to store
Object Ids and object titles separately though sometimes an Id can
be displayed as title even in international products - if it is
numeric.
