"uControl" allows you to remap a bunch of keys:

http://www.gnufoo.org/ucontrol/ucontrol.html

You can specifically remap "enter" to another "propellor/command" key.  

uControl is GPL'd, so you can easily add further key-remapping (like F11
& F12 to PageUp/PageDown) if you're handy with Project Builder.
