OS 9 may be dead to you but there are still millions with older equipment not yet able to move to OSX.

I'm kind of answering my own question here but why be sensitive to a dead platform when both the OS and the app is in the new environment, but then that is what M$ has done all these years so... Still ridiculous as one has full naming capability when handling the file.
