VLC or perhaps Mplayer under OS X (not sure of if MP do DVDplaying), but
I think you'll find that you need at least a G4 upgrade card to be able
to play DVDs without hardware decoding. Even with that you prboably need
to set the software to drop frames.

As a G4 upgrade is about the same as a DVD decoder card I'd get one.
Especially as the DVD decoder card doesn't work with OS X. I, however,
sold my WS II and bought PB G4/400 instead. For that and a G4/400 Tower
and some pocket change I got a Powerbook G4/400, some RAM, 10 GB more HD,
1152 x 768 pixels, Firewire and USB and DVDplayer. I also like the
keyboard and the weight better.
