Cable speeds are variable rate depending on how many users in the immediate
area are online at once. If you and a few neighbors were the only ones on,
you would see much faster speeds than your in-laws. There are other factors
such as types and quality of lines and speeds of the servers you are going
to, but generally it is the number of users accessing the cable network that
slows it down.

I have Adelphia cable and on Monday & Tuesday nights, there is a
considerable slow down that increases towards the end of the week. The
weekends can be very fast or as slow as Mondays (depending on the time, peak
hours are slower, early or late are very fast).

The only non-varying broadband is DSL, this will always (relatively) keep
its bandwidth that you agree to purchase. The flip side of this is you will
never go faster, and this can be where cable is superior as long as your
area is not too crowded with users and you can see these speeds. For me, it
was very inexpensive to add Adelphia cable internet to my existing cable
service.
