I think the bottom line is: Whether or not you thinks laws are good or not, or protect people or not, or are in favor of anarchy or not, laws do exist, usually for a purpose.
If you feel it's ok to share YOUR wireless connection with someone else, that's your choice. If you feel it;s NOT ok to share said connection, that's your choice and others should respect that. Should they not accept it to the point of threats (and that's what next-door-neighbor is doing) then the cops should be called. Immediately.
