Partition with OSX, and when you format the partitions, check the box that says 'Install Classic drivers' (something like that, it's been a while). Then you can format it.
Truth be told, however, it really doesn't matter which one you use to partition the drive, OSX will owrk as happily with the drive as partitioned with Drive Setup in OS 9 as it's own drive setup.

That's why you tell it to install the Classic/os 9 drivers, if you format it in OSX.
It may even say OS9, not Classic.
But, as I say, OSX is completely happy with drives formatted and partioned by drive setup in OS 9 that it's a moot point. Boot from your OS 9 cd and partition/format the drive or if it's an additional drive right from your normal OS.
