Bonnie,

If you format a drive using OS X disk utility without loading the OS 9 drivers you will be able to use Classic mode. But if you boot your Mac to an OS 9 CD you would not see your drive.

I recommend that you install the OS 9 drivers. You may think now you never need to boot to 9, but then there will be that one time and... Make sure your Disk Utility looks like this if you want it to install the OS 9 drivers:
