Not all of the Beige G3s are able to run 10.2.8. It is a known problem. 
Apple has a tech note that covers the issues a provides work arounds. 
It is problem related to the on board video and the ATI drivers and 
memory. 

The problems do not happen on machines with less than 192 Meg of 
memory, so a solution is to reduce your memory to that level. You can 
use a PCI video card and set that as your main monitor and then remove 
the Apple supplied ATI drivers found at 
/system/library/extensions/AppleNDVR/

The problem has been covered on the XPostFacto forum as well. If this 
problem is present on your beige G3, it will be present if you use 
XPostFacto to update your G3 to Panther. Ryan is hopeful that a 
solution to the problem can be located and incorporated into XPostFacto.
