I had this problem and found out somehow that it is the inability to accept updated security certificates that causes PayPal not to work on older browsers. I use iCab 2.9.8 for PayPal. I am spoofing now as Netscape 7, but have had it work with other identities presented, and probably with no spoofing. I can also use PayPal with WamCom Mozilla, and find that this browser loads pages faster than iCab does. When I try PayPal with Explorer 5.1.6, I get a dialog box Security Failure-- Data Encryption error before the header with a blank page. The browser is the problem. My bank site does not work with WamCom Mozilla. I can do every part of a transaction except the very last click, and then nothing happens. iCab works and Explorer worked the last time I tried it, which was some months ago. iCab 3.0 is in beta testing now, and will be offered in completed form for OS 8 and 9 in addition to X. One of the stated goals for the browser is for it to be a fully modern one for the older operating systems.
