One more thing. In the Mac Help system it lists this keyboard
shortcut. It does say command-` rather than command-~ as I said. They
are the same key on my keyboard, but technically you need to shift
for tilde, but not for the shortcut.

In most (all?) applications,
including the Finder, command-tilde (~) cycles through the
non-minimized windows.
Not on my Tiger setup in Finder or Safari ...but it just worked in Mail...
