That's odd. I'm also using Tiger. It works for me in:

In most (all?) applications,
including the Finder, command-tilde (~) cycles through the
non-minimized windows.
Not on my Tiger setup in Finder or Safari ...but it just worked in
Mail...

Yes, it is working for me now in many of the X apps - thanks and good
to know. Perhaps I did not have enough windows - like more than one!
- open in the apps I tried it on yesterday when I was tired.
