I don't think you should have to buy AppleWorks. Did your copy of Panther come with Classic (OS 9) install discs? If so, there should be a copy of AppleWorks for OS 9 on one of those discs.
Install that. Once installed, you can use Apple's website to freely update it to the OS X version. I actually never knew I had a copy of AppleWorks myself until last year I was poking around on the OS 9 discs that came with my Jaguar. I installed it, and then updated it via Apple's website to the OS X version. As for it's database capabilities, I've never used that part of the program.
