For a relational database, Filemaker Pro is about as straight forward and powerful as you can get. Although FMPro 8. the newest version has a number of advances which make it more powerful and supposedly easier to develop with ( I'm told ). If your use isn't too complex the prior versions 7 and 6 are OS X native, and are much cheaper these days. Also, just as an aside, the Filemaker Pro software CDs will install cross platform, at least in versions 3, 4, 5, and 6. The package and the CDs say Mac or Windows, but they will install in either. Because it's cross platform and the Windows people seem to get rid of them more often, it's easier to find used FMPro for Windows than Mac.
Just my opinion. Try it, you'll like it!

This is true, but who is going to develop the web application to use with the database? I have been able to link a MySQL database to a web application using GoLive from Adobe but this is also a very expensive application. Short of that, the user would have to take a course on some of the new web technologies and use of HTML and XML and a few other things. This is not a practical solution. You're also assuming that the person has a working knowledge of SQL. MySQL is free and is VERY useful but not for the average user.
FileMaker still gets my vote.

For economy, at the expense of having to learn a whole lot, . . .

MySQL is free and can be installed on OS neXt.
