Hi, I don't think this is the case. Especially since you can only have 1 weapon of each kind. The game is designed so that if the loot was to reward you with a weapon, but you already have it, it converts it into ammo. So you can never have more than one weapon of each kind at a time. I guess the only way you could is if you bought a second one.
For me, the only instance of not getting rep was when I donated a gas can and a leather jacket at the same time. I got the rep for the gas, but not the jacket. Usually I only donate 1 item at a time. And from what I've heard, this doesn't affect ammo. But since I usually don't have any to donate, I cannot confirm or deny this. So, if you have 40 rounds of a given ammo type, you can donate for rep, but if you only have 20 (or 12 shotgun shells) it won't work. Same same with weapons, Donate that spare shotgun, but if you've only one pistol, keep it until you find another.
