Hi Dark, I'm not in front of Swamp at the moment, but from memory the sewer pipe is on the south side of the destroyed business, that being just off Green Lane. You'll find a blast zone first, and the sewer entrance is just inside.
To be honest, I didn't check it out before getting to level 8, so not sure whether it'll show up for you at the moment. Either way, once you've got the level, that's where it'll be waiting.
