I don't seem to be able to use the provided cluster state file with either
latest 2.15 or latest 2.16. I tried explicitly 2.16.0-rc1 from git, still
fails:
$ HTOOLS=hbal ./src/htools -t /tmp/state.htools
Error: failed to load data, aborting: Invalid/incomplete instance
data: '["default","aeec0b06-87f3-45fd-8c5b-de046f6c56b8","preferred","",""]'
Can you confirm that the file uploaded here works for you?
