This looks like a very embarrasing bug, I wonder how come it was not cought
by tests.
The problem is the 'plain' instance cmshdfs01; if you remove it from the
cluster or convert it to drbd, everything should work.
I also thought it would be a one-liner fix, but I'm not sure exactly how
the location tags setup is intended to work for instances without secondary
nodes; I'll keep looking. Probably a 5-10 line patch, but want to make sure
I understand the code flow before fixing.
