Oh man, you got me.
When I run hbal -t on the state file downloaded from this bug I get:
Error: failed to load data, aborting: Invalid/incomplete instance
data: '["default","aeec0b06-87f3-45fd-8c5b-de046f6c56b8","preferred","",""]'
I'm uploading a new cluster state file. I'll test it afterwards.
