You've successfully reproduced the bug! :) The state file does not work
for me and that is the problem.
The state file comes from a cluster running Debian packaged ganeti
2.15.2-1~bpo8+1 . Trying to run hbal -L -C fails with:
# hbal -L -C
Loaded 19 nodes, 46 instances
Group size 19 nodes, 46 instances
Selected node group: default
Initial check done: 0 bad nodes, 0 bad instances.
hbal: IntMap.!: key -1 is not an element of the map
gnt-instance replace-disks --iallocator hail VMNAME fails similarly.
Viktor Bachraty asked me to upload the state file for the cluster so that
the problem could be reproduced locally.
