I just experienced this error too.
I'm neither using plain nor lvm nor drbd storage, I have exclusively
extstorage.
What broke for me was having a cluster tag "htools:nlocation:enclosure" and
all my ganeti hosts having a "enclosure:XY" (with xy being a number) tag.
Remove the cluster tag and stuff works again.
This broke hbal but also adding new VMs, the iallocator module "hail"
failed, with the same errormessage as hbal.
