No, there are objections. Mainly, there is no such thing as taking over someone else's proposal. You can write your own proposal, it can aim to achieve similar or even the same goals, but each proposal will be considered independently and above all you will need to persuade us that you can accomplish the stated goals. No prior work done by someone else will help you with that. Martin
