Personally I think Eatel should have a build-out agreement, but
36-months is too short.  Maybe 120 months.  But honestly, that is
between Eatel and the parish.  It has nothing to do with Cox.   If Cox
doesn't like their own agreement, then they should renegotiate with
the parish.  If the parish is no longer profitable for them, then they
can leave.

In short, screw Cox.   Typical case of a large provider whining cause
they're not making any money and they don't want any competition.
It's BS.
