The problem with that is there may be no oversight from the Board/Jakarta PMC if you add yet another layer. That's a serious problem. I think the only layer of bureaucracy should be the PMC. Anything else, IMHO, should be only about code.


This seems to be in direct opposition to many things I've heard in the
last few months.  It is my understanding that either the Board or the
Members decided that every active commiter should be on the PMC.

Anyone making a release and is substantially contributing to the project should be on the PMC. But, does the person who only commits an occassional patch and doesn't interest themselves in the project be on the PMC? That's debatable. But, if you are actively contributing to the project, yes, you should be on the PMC. Sorry if that wasn't clear. -- justin
