Shouldn't it be that a committer has been around for a reasonable amount of time? How else would they be a committer?
By contrast HTTPD, by Jakarta standards, gives out PMC membership and ASF membership like candy.
I want to strike a happy balance. I don't necessarily want to slow down the rate at which people become committers. But I would like to see significantly more Jakarta committers become PMC and ASF members.
