From the perspective of other ASF projects (e.g., HTTPD), Jakarta gives out committer-ship like candy. With HTTPD, a track record of approximately six months of sustained patches is required to become a committer.

By contrast HTTPD, by Jakarta standards, gives out PMC membership and ASF membership like candy.

I want to strike a happy balance. I don't necessarily want to slow down the rate at which people become committers. But I would like to see significantly more Jakarta committers become PMC and ASF members.
