My only worry with a Commons other than JC is that there's a lot less chance of community. AC and DC need communities to move to them, whereas JCS needs community and JC is the best place to get such a thing.
Given Robert's description of his experience with the Incubator, I'm for the Jakarta Commons to gather some community (direct drop rather than sandbox route), with the goal of an eventual promotion to a full sub-project.
