I would be happy to add it to metadata.xml. I think it would be easier to do so, and the tools might come with the possibility. Direct portage support is not needed.
I just thought that ebuild relevant information is in the ebuild and gentoo-developer-organisation information is in metadata.xml, but if it's easier this way, that's OK for me ;-). Should I make a GLEP about that?
