Links command "links" runs in a nice colour/text, etc mode similar to
lynx.  "links -mode <res>" runs links graphically in console, and using
"links -g" runs links graphically under X.

There are several text based games however.  Some like nethack(but I
play falconseye which is a nice graphical varient) others like pong or
tetris type things.  Tome is a nethack varient that deserves a second
look and it is text based but follows Tolkin more closely apprently.

I've not tried text to html type things.  However I do write html with
nano in linux and notepad in windows.  Only reciently am I trying screem
and amaya tho they are for the GUI.
